What does it mean when people talk of % of available water when planning rainwater capture/storage and recycling?

Available water is roughly what's left when evaporation is subtracted from rainfall (evaporation in UK is around 60-70%).
East Anglia at 1,893 litres/person/day has less water available than Rwanda (2,232).
The Thames Region has 728 litres/person/day which is less than Oman (1,064) and
Southern Region (2,524) which is considerably less than the Sudan (3,252).
